Step 3: go directly to jail. Do not pass GO, do not collect $200.00

Ok folks I forgot to put in the link but it should work now. Thanks to Miss T for pointing that out.
I used to work at a county jail in Texas. Inmates would frequently try and use the postage tactic to try and send mail for free, especially inhouse mail. It _does_ work.
